Mike Casey, a health educator and missionary, received a doctorial degree in Naturopathy from Clayton College of Natural Health in Birmingham, AL yet he is not a licensed practitioner in the State of California, however, there is a provision* in the State of California for unlicensed naturopaths to utilize their education. He began his career in Queensland, Australia, where he studied and trained in the field of alternative health. He was appointed Health Facility Manager at Living Valley Springs where he worked with terminally ill patients. This experience convinced him that most diseases could be reversed using natural remedies. In 1991 he founded Heavenly Manna Ministries in Pioneertown, CA. He moved to Yucca Valley in 2000 and opened Restoration Ranch, a lifestyle balancing and cleansing facility.

“The legislature intends, by enactment of this act, to allow access by California residents to complementary and alternative health care practitioners who are not providing services that require medical training and credentials. The Legislature further finds that these non-medical complementary and alternative services do not pose a known threat to the health and safety of California residents, and that restricting access to those services due to technical violations of the Medical Practice Act is not warranted.
